Once you have set the product data to Promotion product next thing you need to be set is Promotion Type. It has to be set Product just like it is displayed on the image below.

How to set promotion type to be product

Promotion with the type Product is used to display promoted ads on various places across the site. Available types are:

Home ads, Keyword Search, Single Ad Page, Bump Pin and Bump Up
